Tbh Steam probably wouldn't mind, this depends on the publishers, not every one releases demos for each game... And also you can get a refund within the 2-hour window... Which is a bit vague because then Steam might think "this isn't a trial service" at some point...
More demos would be great, I already skipped several games since they didn't have a demo, it's easy to get a refund, but it's still a hassle and sometimes you just forget about the 2 hours and can't get a refund anymore lol.
