There is a free software for Windows 7 that enabled this feature, known as Start Orb Mover! (http://www.thewindowsclub.com/orb-mover-...nu-windows). It seems it may not function on Windows 10, and there are no third-party tools available for that version.

Initially I doubted compatibility with Windows 8.1. At first I assumed it was Windows 10.
Download the Hebrew language pack and make it the primary language.
