It seems likely given the current open-source status and Nvidia's backing. Hopefully it will perform well across both platforms. Earlier comments highlighted a desire for more developers to adopt it, though Microsoft appears determined to resist.

It's tough to pin down. There are older pieces comparing AMD and Nvidia on Vulkan versus OpenGL, with some suggesting Nvidia gains more from Vulkan. Another source from Phoronics checks Vulkan against OpenGL on Linux, noting Nvidia’s advantage through proprietary drivers. Nvidia also claims their DX12 update could boost Vulkan performance by as much as 33% in the latest driver version. Without a reviewer testing both technologies together, it's unclear. Plus, once CIG releases its implementation, newer hardware from both companies should be available, changing the situation again. ¯\_(ツ)_/¯
