Star Citizen remains in development since 2012 and hasn't reached a complete release. It's treated as an ongoing project. Are other games functioning properly on your system? If so, reaching out to the developers directly would be your best course of action.
Resolution? Are you referring to the Ryzen 5 3600X or the Ryzen 9 3 9 00X? At least you can compare what you have to others here: https://robertsspaceindustries.com/en/telemetry. If other titles run smoothly... I wouldn't spend time on SC.

SC tends to be tough on CPU performance while being more forgiving on GPU. Running at the lowest settings will make any CPU problems more noticeable. Set everything high except for volumetric clouds, keeping them as low as possible (Medium is likely the safest). As @Biohazard777 mentioned, it’s wise to ensure the game runs on a single GPU unit. I haven’t experienced multi-die chips yet, but similar issues appear on machines with multiple CPU parts, so it’s not surprising. The 8-Core single GPU configuration consistently scores high on gaming tests for Ryzens. Besides, the game stores many shaders, especially on Nvidia cards—this can cause lag for about 20 minutes after a patch. You might find Vulkan helps by caching shaders sooner, though results vary. Personally, I’ve had better performance on Windows with my Intel ARC A770, using Wine and AMD 9060 XT with Vulkan, compared to Linux. Also, when servers are slow, the game suffers too. Right now, players have access to the IAE event, a yearly ship expo with free items, and rental options for new ships. This attracts both newcomers and existing owners who want to try the game, plus visitors drawn by the event’s location. Many rent ships they haven’t played yet, and those unfamiliar with them often crash or struggle in FPS modes. These ships stay online for a while, further slowing down the servers. In short, double-check your CPU chiplet setup, and you should see improvement.
