Crysis 3 runs smoothly with no issues. I enjoy the FPS performance, though it occasionally drops to 30 when it shouldn't. The Tomb Raider version works well too. I tested older titles like Crysis 2 and they performed better without any strange behavior. I plan to lower all settings soon.

It remains at 40, yet the range shifts from 220-40 to 220-40 instead of 120-30

I faced the same problem too, though it was much more severe—around 40 frames per second with frequent drops to 2 FPS. Don’t stress about it; this is the older version of Metro before any patches. It’s a recognized flaw since its release that hasn’t been addressed yet. Then they came out with Metro: LL, which brought significant improvements. It’s disappointing they chose to release the same game using a newer engine and a different pricing model instead of fixing 2033.
