I’d choose the SSD option. I own two 250GB Samsung 840 Evos drives. They’re incredibly quick, significantly cutting down load times. It’s definitely worth the cost in my view.

If you have the means, opt for it—SSDs always outperform HDDs. Choose SSDs for daily use, but HDDs can still be useful occasionally. Personally, I keep a 240GB SSD for the operating system and apps, a 480GB SSD for games, and two 750GB HDDs in RAID for local storage. I can switch between them as needed, and while I’m not using them heavily, the boot times are bothersome. If you get a good deal, I’d likely replace the HDDs with SSDs eventually.
