This seems to affect an HDD with the operating system installed. I'm pausing it for one minute and checking in 30 minutes, but I'm not sure it will change. Currently, no processes are using it according to Task Manager.

It took 40 minutes with no movement, I kept watching it continuously—it didn’t shut down.

I generally remove third-party power settings apps. They often don’t function well with Windows Power Options.
