Is there any explanation for the difference in behavior between systems with and without a spinning circle during startup?

every computer features a rotating disk, some operate so quickly you barely notice it, others move too slowly to miss. fast startup essentially revives your saved session from the drive, having more RAM helps, and a faster SSD is beneficial.

Fast Startup puts the Windows kernel into hibernation during shutdown and brings it back when you restart. It's built to speed up boot times on systems with an HDD as the primary boot device. If your system uses an SSD, Fast Startup isn't necessary. Certain kernel-mode drivers can struggle with hibernation at startup, which may lead to issues like BSODs. If you don't require it, disable it; otherwise, using an SSD means you won't need this feature.
