Currently, nothing is running, and it remains between 4.03 and 4.04 GHz. The BIOS indicates a clock speed of 3.6 GHz. No changes were made, and everything appears to be set to default. Its called boosting or just general operation for a CPU to adjust its clockspeed. Nothing to worry about, your CPU is working as intended. Base clock is the minimum frequency under full allcore load.
