You cleared the system completely, starting from scratch. Windows was replaced by a more recent media update with improved drivers. A full reset of Windows is no longer available recently.

I changed the Wi-Fi settings or something, then switched back to 5GHz and it worked. I’m not sure why that resolved the issue even though the settings stayed the same.

Generic or old Wi-Fi drivers tend to behave poorly with 2.4 GHz versus 5 GHz. Unstable drivers usually need to be switched to 5 GHz.
