I built a new PC last month with the following specifications: i7 8700K, Asus Z370f motherboard, GTX 1080, 16GB DDR4 3000MHz RAM, Corsair H100i V2 liquid cooler, Samsung Evo 240GB SSD, Seagate 2TB 7200RPM HDD, Corsair Gold 650w PSU, and NZXT s340 Elite case (which effectively prevents overheating). I am experiencing stuttering issues in games, particularly Overwatch, despite running the system at optimal temperatures (GPU: 40-55°C, CPU: 35-50°C) and overclocking both components.

I have attempted numerous troubleshooting steps, including reinstalling Windows, disabling graphics dynamic, performing a DDU clean install, lowering game settings, underclocking the GPU, clearing standby memory, transferring games to an SSD, resetting the BIOS and disabling all overclocks, testing other games (Bo3 and GTA), changing display modes, disabling VSync, customizing the NVIDIA Control Panel for optimal gaming performance, and checking for driver issues.

Recently, I identified a possible cause using Afterburner: the GPU usage spikes to 93% on maximum settings in Overwatch, only to then suddenly drop to 30%, coinciding with stuttering occurrences approximately every 1-2 minutes. This pattern is frustrating and I require further assistance in diagnosing and resolving this issue, particularly given the newness of the hardware and stable room temperature.

Do you use Discord with the overlay enabled? The overlay can cause stutters or crashes. Consider programs like Wallpaper Engine that utilize GPU resources. To further investigate, attempt to play the games you described while running MSI Afterburner in the background and capture a screenshot of the monitoring tab.
