It seems the DTLS port isn't open on your firewall. The RDS gateway now supports UDP with DTLS, which should enhance performance for real-time audio and voice calls. Verify that incoming connections from 3391 UDP are permitted to reach your RDS gateway. For details, refer to the provided link.
