You're specs seem to be fine, so i guess that you have either a bad badge of hardware or too much shit running in the background, check Task Manager if you're CPU is heavily used, if yes, that might be it, but i used to have an similar issue on my old i7 6900k (oc to 4.3ghz), wich would stutter like hell in some games, the temps where perfectly fine, but it made some games unplayable. One day i bought an AiO (Water Cooler) and that fixed it all.
