Yes, if you own the game it remains in your Steam account even after delisting. Other games removed besides Horizon Zero Dawn were typically those that had both the original and remaster versions taken off the platform. This situation is quite typical for remasters, as it can create confusion among players.

Updating the mobile 2D versions of Final Fantasy games with pixel remasters is a perfect decision. They accidentally removed the 3D version of FFIII, but fixed that later. You shouldn’t mix up the 2D and 3D editions of FFIII.

It might make sense, but the HZD "remaster" sounds like a huge money grab, right?

It wouldn't really affect me much if the updated release excluded PSN account conditions.

You meant they could remove the older version for sale and just sell the remaster, provided the new remaster doesn’t need a PSN account. The previous one didn’t require one either.

It can be confusing, isn't it? I'm not sure if I bought everything. If I did, I wasn't sure I meant to. Origins and awakening are no longer available. You can only purchase the ultimate version. I don't even know if I bought it three times. I have no idea. I haven't played the game for more than two hours. Or maybe I got them all with the ultimate, but I'm not sure. This was definitely a mistake.

I own the MK9 Komplete edition which was removed, honestly. I guess these companies might try to take your library, but we just let them know it won’t happen. I’m sure they can’t force it, so I’m not pushing you to pirate games here. That’s just one of the options.
