Hello, I've purchased a new PC with slightly used components. The specifications are: CPU i7-4790, non-K GPU, Saphire Nitro + RX580 RAM, 16GB dual-channel memory, and a B84M-G motherboard. You mentioned you can run PUBG at both minimum and recommended settings, but it stutters significantly at any setting, achieving only 40-50 FPS which is unstable. Your CPU reaches 100% during gameplay and stays locked at 3.6 GHz. After adjusting settings, you can't modify the minimum or maximum processor usage in Power Options—it just disappears. It seems there might be a performance issue. The 4790 feels like an older CPU and barely meets the minimum needs for PUGB. Your 6600K was slow a few years back but ran smoothly with a 1070. You might want to cap it at lower FPS to check if stuttering improves.
PUBG has changed since 2017/2018. You're using DX11 or DX11 Enhanced? Running CPUBalance? The newest Intel chipset drivers? Playing on an SSD? Consider reducing details and running DX11 instead of Enhanced. DX12 isn't working in the game. Avoid sudden player drops—performance drops most when there are many players alive at the start. Keep your in-game frame rate low for smoother drops.
I figured it out and thought this might help others too. After reviewing everything, I noticed only two cores were being utilized. The solution was to search for "msconfig" in Windows, then go to System Configuration → Boot Options → Uncheck "Number of Processors" and restart the computer. Now I’m seeing around 120 FPS in PUBG and everything is working fine!
