My games, operating system, and apps run smoothly at 165fps. My monitor is configured for 240Hz, and all in-game settings stay at 240fps. Whenever I move or look around in a game, I notice strange black outlines sharpening details, suggesting something might be interfering with my graphics and frame rate. Please assist in resolving this issue.

What graphics card are you using? Do you have the most recent drivers installed? Is this issue occurring across several games? Are you enabling V-Sync? How does the monitor's refresh rate appear within the GPU's control settings?

vsync on and off doesn't matter much. I'm using 1080p HDMI 2.0, 1650, 4GB DDR6, Lenovo Y25-25.

This won’t change anything. As I mentioned, the issue lies with the software; Windows is actually operating at 240Hz.
