I don't understand about yours, but with my ISP every time I unplug the router I get a new IP address. I actually have to pay more if I want the same IP to stay consistent. Do you have this experience too? Otherwise, contact your ISP and ask if they can adjust it. Let them know what's happening.

It indicates your IP address remains constant. If it's dynamic, it updates when you restart the router.

They managed to access my Steam account, but I later reset it. I also notice apps in my task manager that I didn’t install or recognize. This occurred after I clicked on a file labeled as an IP logger.

It doesn’t seem to be using your IP address for anything; it’s more likely your computer has malware. I recommend installing Malwarebytes and performing a scan to check for any threats.
