Hello, Windows 8.1 seems to be behaving oddly right now. Internet Explorer and Google Chrome are crashing or loading very slowly, and some websites are difficult to access. Windows reports permission issues for normal web browsing. When I attempt to open Windows Update, the computer freezes and opens the control panel, but I can't reach its options. These problems didn’t occur earlier today. My PC has been idle and the internet unavailable all day. I signed up for a Windows 10 upgrade about a month ago, but I haven’t received any files. Have others experienced similar issues with Windows 7, 8, or 8.1 since the release of Windows 10? Yes, I have active virus and malware protection on my machine.

Apply every available update, power off the PC, and then verify for additional releases.

It seems like you're dealing with something suspicious. I'd recommend verifying it using Malwarebytes. You haven't installed Windows 10 yet since it's being released in phases.

I ran malwarebytes and Bitdefender, but my system shows no issues.
