It won't link with cell towers when a SIM card is present with an active plan, though WiFi and Bluetooth should function properly.

Is your laptop connected to a cellular network? If not, then no; if it is, be aware that many security systems are shutting down 3G connections because of this issue. Wi-Fi should function properly since it isn't linked to the HSPDA network.
