That card won't fit... it's 2 slot wide. The 780 SFF can accommodate cards that are only 1 slot wide.
This zotac version will fit:
Zotac GTX 1050Ti mini
Even though the Zotac GTX 1050ti fits and it'll most likely run fine initially, I'm skeptical about how it'll fair in the long run. As I said previously your power output on the +12V rail is really low, only 204W. The 1050ti has a tdp of 75W and your CPU 105W. Add the storage devices + motherboard and you're extremly close to the limits of a crappy PSU.
I'd just stay with the 1030 for now, save up some cash and upgrade to a newer platform... instead there's a possibility you're throwing money out the window with that 1050ti(in case your PSU will fail).

I believe upgrading to a Q9650 3.0ghz and getting the 1030GT would improve performance for SWBF2. It seems reasonable to consider the upgrade, as performance might remain similar.

It depends on how you define 'the same'. Relative to newer PCs, your performance won't match them closely, but compared to the Q6600 and GT710, you'll notice a noticeable improvement in frames per second. Usually, only one aspect is the bottleneck—either the CPU or the GPU. With yours, both are weak, so FPS remains low and graphics further reduce it. The Q9650 performs better overall, which means your FPS ceiling will be higher, but the GPU will still handle it more effectively than before.

However, he was overclocking, so I expect the results would differ from what I see. He has a capable GPU, which is why I'm concerned about the performance. I've seen similar games with a 1030 gt and that's what worries me. It doesn't match the quality shown in that video. Is there another card option around the same price that could give me comparable performance? I'm hoping to find a way to improve my experience. I understand the video speeds might be hard to replicate, so I appreciate your patience and the support you've provided. You're doing great!

The highest upgrades always cost a lot, and it looks like the q9650 is still nearly twice the price of the q9550/x3360.
That's why I've only upgraded to the q9550 and x3360—those are the more expensive options.

I just looked and eBay is roughly the same price. It's a bit lower since there are more options, but only $1-2 less.

Good catch on this. The older Dells didn't do this, but the newer ones do, so you need not just a low profile, but also a single slot GPU.
