I've been keeping an eye on Best Buy, where they offer Nvidia FE cards at their regular price. They dropped them the Friday before last, but I didn’t catch it.
EVGA uses a waiting list, but the queue is really long. I joined the 3080 FTW3 Ultra Hybrid back on January 8, but I won’t get my purchase notification until April—hybrid cards aren’t as in-demand as the air-cooled ones either.

Are you currently using nvidias nvenc encoder? If yes, then your CPU performance won’t really impact your stream quality. Your processor has six cores and twelve threads, with a maximum all-core turbo speed of about 4.4GHz, which should be sufficient for the RTX 3000 series. Unless you plan to play at low settings at 1080p or even worse 720p for those demanding +300 FPS.
