Yes, the box had a "Ryzen 3000 Ready" sticker.

Yeah. From what I understand, the 3100 is based on Zen 2.

Reset the CMOS, attempt one stick at a time. Realign everything, reposition the CPU. Verify there are no bent pins on the CPU. Ensure the display cable connects to the GPU, not the CPU, since the 3100 lacks an integrated GPU.

I've already tried reinstalling the RAM, but it didn't help. Regarding the CMOS, it might affect the settings.

It might help to reset and use just one stick, reposition the CPU, and look for any bent pins. And as I mentioned, ^.
