To fix it, edit the registry (Start > regedit > Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer) and adjust the "Startupdelayinmsec" value—set it to 0 for no delay. Remember, this change applies after every major Windows update. It’s better to export the registry via Export option for future restoration.

Begin with Region selection, then choose the desired language settings. You’ll be redirected straight to the Settings panel. Confirm the region as United States for full Cortana and Windows functionality. Be aware the Store will assume US currency and location. Restart your PC if needed to access Cortana, though it should appear afterward. If Cortana isn’t working, enable it again and revert your region setting. Share your experience in the Feedback Hub so Microsoft can address this issue, ideally under the Cortana section.
The problem appears to be mostly resolved. During startup, some applications like Chrome, Outlook, and Task Manager open, but Chrome no longer restores all previous tabs.
Thus, likely something related to Windows or another program was involved. You might find files in your startup folder or within the startup registry entry. Open Task Manager and go to the Startup tab. Alternatively, use the Task Scheduler interface (start > select Task Scheduler) or try CCleaner for a different perspective if desired.
I understand those choices and I haven't changed them. Neither of these applications begin if they were closed prior to shutting down the computer.
Located the solution—it was Windows' Hybrid shutdown ("fast boot"). For those with it: - Navigate to Control Panel - -> Hardware and Sound - -> Power Options - -> (Left side) Select desired power button behavior - Turn off "Enable fast startup (recommended)"
