I finally succeeded after testing several approaches. The key was adjusting the main tweaker page's SOC voltage, then modifying the AMD overclock settings. Both the CPU sensor on HWinfo and Ryzen Master now reflect the correct SOC voltage, while the motherboard sensors display roughly 30mV above it. I might have even hit a lucky spot by setting the SOC to a flat 1v, which allowed me to boot into Windows, run OCCT memtest, and see stable results at 1.05v.
