Check your settings for Fortnite on DX12. With SMT disabled you experience smoother performance but your CPU is running at full capacity. Consider enabling SMT if you want better frame rates without overloading your system. Your hardware setup looks solid—Ryzen 7, RTX 3080, and ample RAM should handle the game well.

It seems you're noticing a pattern where the effect appears stronger in certain areas. This could be due to the placebo effect, as performance differences seem to shift depending on location.

I don't know how fartnite utilizes the cpu, but if it gives you an option to have smt, I would assume it will use multi/hyper threading to help the game run smoother(THAT SHOULD BE THE CASE). I would take smooth performance over a little bit higher FPS.
