I don’t remember the precise PPT, TDC, and EDC details, but I’m certain the Bios setting is “Eco Mode- 65w.”
I can’t access my PC atm to verify Ryzen Master information, though it seems to be 65w.

65W won't affect the 5800X significantly enough to cause this issue. The consistency in certain areas suggests the problem lies with software, not hardware.

It's a bit frustrating that it doesn't seem to impact many others, but D2’s optimization has been declining for some time.
A few of the issues that aren’t in the Tower are relatively minor; I wouldn’t really miss them if I had the FPS counter visible. Still, I’m not sure why dropping from 60fps to 58fps always feels like a larger change than it actually is.

Honestly, this particular section of the Tower has always been a bit of an issue for me, it keeps stuttering on my system. I've tried multiple PC builds with different parts (mix of AMD and Nvidia), but the FPS in the Tower—and several other areas—keeps dropping randomly. My computer can run smoothly at 60 FPS even during tough situations, but some places just can't be helped. I've gotten used to it, since the stutters usually don't happen when I'm not in combat.

Which monitor are you using? Does it support Freesync or Gsync? If you're not a gamer by profession but enjoy playing, then Gsync is the right choice. It will eliminate stutters and align your monitor's refresh rate with your GPU's output frames for a seamless experience.

Yeah, I've tried that, but it doesn't seem to work. Outside the Tower, it feels like I'm just aware it's happening, which makes it feel even more significant.

I think I had some good luck with my old PC using the RX570 then. The Bazaar didn't seem to cause any problems, but I also avoided going there too often because there really isn't much reason to. The areas that stutter outside the Tower are either consistent if I try again later or they don't repeat unless I reload the section. So it might just be a minor loading issue, at least for those cases.
