We received ATT ATT and TP-Link Archer C5400, both delivering identical outcomes. The CAT6 100 or 200 Foot cable runs straight from the router to the PC. I recall using this exact cable with my previous internet service and achieving 1gbps LAN speeds. The connection is functioning properly.

They resolved the issue after I completed both steps and it functioned properly. First, I removed the Ethernet cable and refreshed via Device Manager before restarting the PC. Then I restarted the router using the ATT App. While trying to diagnose, I repeatedly unplugged and plugged the router, but the problem persisted.
