Your new XPS 15 9560 with 256 GB NVMe SSD and 8 GB RAM is experiencing slow startup. The BIOS time displayed in Task Manager was 27 seconds, dropping to 11.5 after a recent Windows update, but the lag persists. I've noticed similar issues with HP Omni machines lasting around 3 seconds.

Windows starts in Safe Mode differently than a regular boot. It skips autoexec.bat and config.sys, and many device drivers aren't loaded. These drivers connect Windows to hardware like printers or scanners.

Turn off USB boot settings, disable UEFI, remove SATA support. Configure minimal POST boot and display POST messages after 5 seconds.
