I checked the download speed on my phone—it was 450mbps. On my computer, via Wi-Fi and Ethernet, it’s only getting 115mbps. I’ve uninstalled network drivers, tried a clean boot, and swapped cables. Need assistance.

Are you checking in MB/s or Mb/s? If in MB/s, you're nearing Gigabit Ethernet and can't improve unless you upgrade to a 2.5Gb or 10Gb card. If in Mb/s, it seems like you're at Fast Ethernet (100Mbps), possibly due to a non-gigabit port, faulty cable, or software limits. You can verify this by using Windows Network and Sharing Center, right-clicking your Ethernet adapter, and checking the speed rating.

Megabits are being verified. The adapter settings show 1.0 Gbps.

It appears the problem is software-related, probably not tied to drivers. Which device are you using for speed tests? Your phone and the PC are both on the same network, right? This could stem from router settings, which might be beyond what I can fix.

You're checking internet speed via Spectrum's test tool. Your device is on the same network and isn't using 5G.
