you have a 400mbps internet connection, but steam is only downloading around 10mb at most. i've tried various methods to improve the speed, but nothing has worked.

I believe it relates to steam games being compressed and leading to slower performance.

Steam handles compression by using CPU, RAM, and HDD instantly...not merely by downloading one big file. On YouTube, Techdeals sees many 4c8t 6c12t systems failing during a Steam install, with some games performing worse than others because of the decompression process.
