I'm just starting with PC gaming and just completed my first build. I was playing Skyrim at full resolution with all settings turned up, but I encountered significant stuttering in Dragonsreach. My setup includes an MSI GTX 980 gaming graphics card and a monitor that only supports 60 Hz. Could it be that my hardware isn't powerful enough for the game? If so, is there a way to limit the GPU to 60 Hz?
