Hey there! Just got Skyrim, sorry you had to wait. I saw the game running slow in the caves—my FPS display shows 60 but it doesn’t feel that way. Anyone have any tips? I’ve also disabled all filters.

Some caves work well while others don't. It often comes down to whether the outside stays loaded or not. Orc longhouses have a similar issue—performance feels terrible in such a small, enclosed area. The loading time between spaces is much faster compared to caves or houses that unload the previous environment.

Never experienced any problems with that game. Issues in other games?

Welcome to Skyrim. There are numerous mods that can enhance common performance problems, as well as various bugs and glitches not fixed by Bethesda. Visit Nexus Mods, and before you begin anything else, install Mod Organizer. Then perform a search for modding Skyrim.
