Which laptop is it? It seems the Windows bootloader is on the bigger storage device. You may need to perform a fresh installation if you wish for Windows to operate from the smaller one.

It might be a UEFI/legacy boot incompatibility issue. If the drive is UEFI and the system is configured for legacy, it won't be recognized as bootable, and vice versa. Review the laptop's BIOS to determine if switching to UEFI/legacy boot resolves the problem.

Either the Secure Boot/CSM configuration or the connection isn't set up for SATA or PCIe, and one of those M.2 devices uses SATA instead of PCIe.
