I frequently view CPU encode content on MPC and YouTube. Occasionally I try MadVR, though that uses GPU decoding. The temperatures from a six-hour Handbrake encode don’t come close to 82°C...

I'm focusing on how the CPU usage increases much more than with GPU decoding. Everyone's system setup and surroundings differ.

The price is similar to other comparable coolers like the Cooler Master Hyper 212 Black and Arctic Freezer 33 and 34.

It's 33 euros for me, and the Cooler Master 212 costs 36. The same applies to the Arctic cooler. Also, is it fine if the CPU runs at 95% or 99% while watching a video and temperatures reach 51 or 53°C (stock Wraith cooler)?

It's actually closer to 80%, but the cores are spread out around the board. Core 1 and 2 (sometimes) maintain a steady 3800MHz, while the rest stay at 1550MHz or adjust to 3800MHz by observing conditions.
