A new RAM has been added, but after installation the PC fails to start properly. It’s completely unresponsive, cycling on and off. I’ve checked each module separately, but nothing boots. The memory controller is flashing a red light.

I solved the issue—it wasn't the whole thing. It's a 2x6 3200MHz RAM.

Yes, you can get 2x8 cables, but it seems your motherboard doesn’t support OC mode. With a B460M from ASRock, that’s likely the case. XMP is for overclocking, so it won’t help here unless you’re trying to push performance beyond stock limits.
