Did you also discharge the capacitors after clearing CMOS? (Turn off the PSU, keep the power button pressed briefly) Probably worked before.
I just attached the jumper using a screwdriver for a short time, removed the battery, and I’m confident it worked because the PC restarted three times before returning to Windows. Also, note that this motherboard has two BIOS options, and I’ve already tried that as well.
Updating your bios should allow access from Windows, as Nick mentioned. Verify if the default boot options include a fast boot feature and confirm UEFI settings are properly configured.
