Open Chrome
Press the three-dot menu in the top right corner
Choose Settings
Locate the Appearance section
Toggle the box next to Always Show the Bookmarks Bar
I have an iPad with all the latest software and updates
These are the steps that are shown to do what I want to do and this is from Google
If you follow the steps, there is step five showing

Not a Chrome user and my wife's iPad probably isn't current.
Updates are causing issues.
I'll rely on the Chrome/Apple community.
