That’s a good observation! It seems like some people are overestimating their hardware’s capabilities. To summarize, while your PC might be capable of rendering high frame rates, the monitor limits what you actually see. A monitor with a higher refresh rate would allow you to fully utilize the processing power of your graphics card.
With the latest GPU the drivers and the game are important. You’re trying to play titles like Metro Exodus yes that card is required. You could have saved money and got Nvidia GeForce RTX 2070. Always buying over priced GPUs will not always be a balance between power and performance.

The fps counter shows 'theoretical' fps.
The monitor's max refresh(hz), is just that. It can't display more than that at any given time.
So if the cpu/gpu are churning out 100fps at 4k according to the fps counter, but your monitor's max is 60, what you're really seeing is 60fps. In order to actually see more, a monitor that can actually deliver that framerate is needed.
I can't help but be skeptical when some folks post about getting 200-300fps in a game like CS;GO, R6 Siege, etc., but don't actually have a 240hz monitor. -__-'
But to actually answer your question: yes, it'll run about anything, unless it's badly designed one, like PUBG. You'll have no trouble sustaining 60fps. Going over that is another matter as I described above.

Good to know! 60fps at 4k max settings is good enough for me at this time as I would LIKE to buy a more powerful display, but I'm going to have to settle for what I have because of my recent pc component purchases. Thanks for making that clear for me! It makes total sense! I'm using a 750 watt power supply. The recommended for this graphics card is 650 watts. So I think I should be good on that end. The performance has been great. Basically I just bought a really expensive gpu and I'm being a total worry wort about it.
Most older games it's no problem. But for some reason I feel like my system isn't as powerful as I figured it should be with the i7-8700k and the RTX 2080 ti. Any comments or suggestions would help. Should I get better ram? Should I upgrade my processor? I thought with these components I would have a powerhouse gaming pc that would be able to handle anything with max settings 4k 60fps. Some of the newest AAA titles I can't get that at all.

The 9700K is a little faster, with 100 MHz higher turbo, etc...; but at 4k, it will not matter, with the load shifted about 90% to the GPU...
If you have the money for a 2080Ti, you should enjoy it for several years.
