I understand from my brother's experience with 7400 bottlenecks on his 970 that you should look into purchasing an i7 7700 on eBay first.

The 1070 against current AAA games can be easily overwhelmed. What resolution are you using? 4K or 1440p? I also understand that Assassin's Creed benefits from a CPU with more cores and threads, so an i5 isn't sufficient.

If you're running many applications simultaneously, starting with the CPU makes sense, though you're mainly into gaming. For graphics, prioritize the GPU. Remember, ACO and SotTR can be challenging to run optimally without optimization.
