It's clear what the text means. If your PC or laptop isn't yours, it's likely managed by someone else—often a company or organization—and IT handles it. But if you own it yourself, I might be concerned and suggest a fresh installation of Windows.

I owned the machine I assembled by myself, cleared all data from it, and everything was fine afterward.
