You're looking for some advice on upgrades for your current setup. Given your i7 4790, 1050ti, and 12GB DDR3 at 1600MHz, it's a budget system, but the lag spikes are a concern. It might be worth considering a faster RAM module or a more powerful CPU if possible. Also, check if your graphics card supports higher speeds or better drivers.

the main issue is your GPU, your CPU is fine, and your RAM is barely sufficient. if it were DDR4 memory, things would be different. the biggest concern in your setup is your GPU, the second biggest is your RAM. if you had to improve just one part, go with upgrading your GPU.

The i7 4790 and DDR4 aren't compatible, which means the user's RAM is fine.

Sure, I've been away from Intel games for a while. My last Intel chip was the i5-3470.

It doesn't fit that setup Ddr3 for Haswell at 1600 MHz works well because the latency isn't too high and the layout is solid. It's a decent choice for its era, though maybe frame time issues or insufficient frame buffer size are limiting performance now. I'd suggest holding off unless you really need an upgrade.
