You can adjust it above 3.9. That value is the current maximum speed your PC supports. Right now, your system is configured for a peak of 100x39=3900Mhz or 3.9Ghz. A chip like yours can easily reach 4.6Ghz, but I didn’t recommend such a high number because it might lead to instability—especially since you’re not very experienced with overclocking. As long as your CPU stays below 85°C, everything should be okay. You’ve got a new chip; just look up "overclocking 6600k" and check the many reliable articles online.

Do I need to run a stress test when setting it to 3.9GHz (Intel’s recommended turbo)? Would that make it stable?

You can adjust it above 3.9. 3.9 is the actual limit for your current speed now. Right now, your PC is configured to reach a maximum of 100x39=3900Mhz or 3.9Ghz. Your chip can easily go up to 4.6Ghz, but I didn’t recommend that high since it might cause instability, and you’re not very experienced with overclocking to handle that. As long as your CPU stays below 85°C, everything should be okay. You’ve got a new chip—just looked up "overclocking 6600k" and found thousands of reliable articles about it.

You should always perform a stress test to confirm stability. Your current turbo clock is already at 3.9, and changing the multiplier won’t help much...
