On Cinebench at 4ghz with a Ryzen 5 2600 running at 70C, my setup was not ideal. I used a Hyper 212 Evo and had an MSI motherboard labeled x470. My RAM was G.Skill 8GB at 2400mhz, overclocked to 2733mhz. The power supply was a 500W EVGA unit.

Also, the voltage is at 1.3625 volts. The motherboard doesn't support base clock overclocking and won't let you use 1.36 volts. It's unstable at 1.35 volts and is fixed at 1.3625. Unfortunately, I'm not sure how to avoid it being locked.
