The only issue here is that using identical timing settings but a slower performance makes it significantly worse without any comparison point. You should modify the timing to match for an accurate assessment. Are you applying XMP/DOCP profiles, or is this a 6400CL32 EXPO model?
DOCP should include profiles, allowing you to apply a 6000CL30 profile automatically in BIOS. If it's an EXPO, they'll need to configure it manually. Since 6400 works fine without changes, stick with that unless you prefer custom timing adjustments.

For RAM speed, if you can hit 6400 in a 1:1 setup with a 1.3GHz clock, keep it that way; otherwise, lower it to 6200 or 6000 and set TRFC to 500.
Vsoc equals the soc voltage for the imc, with a maximum of 1.3V. Trfc is a timing setting found in the RAM timing options menu; 500 should suffice for your sticks since they’re built on a die. Lower values like 480 or 470 are possible but 500 is a safe choice—it works well for most Hyix dies and performs better than the 600-700+ range the motherboard might auto-select. For 1:1 mode, uclk should be included.
