Not all games use every single thread at once, so if only two or three threads are busy, your CPU might still look like it's working hard even though the overall load drops by 7 to 10 percent. If you're trying to keep the CPU right at 100%, that usually means you have a bottleneck you actually don't have and never should get with this kind of processor. It's impossible to push both the CPU and the GPU to 100% at the same time unless someone forces it through stress testing. Your system is running perfectly fine exactly as it is right now.
