I have been trying to set up an OC for my i3-8350k processor, but when it gets too hot, the liquid cooler stops working and I can only get the CPU running at about 4.3 GHz. Since I am on a tight budget, I started wondering if upgrading the fan on the radiator would make things better. Would using a faster fan help my cooling system work more efficiently?

Fast fans specifically designed to cool cases won't work well.

No, quicker fans that are designed just to cool cases won't work either.
