Should I buy windows 8.1?

Windows 8.1 Pro is available on G2A for 13.30 euros. There are no major concerns beyond the outdated interface you mentioned. I don't own a Quake, but I'm sure my 8.1 Pro can handle the original Command & Conquer fine. Go for it!

At that cost, it's worth it. If you're planning to modify Metro UI anyway, it should likely perform better in games.

It's best to do a fresh install when upgrading Windows. But personally i'd say wait for Windows 9 if you can do what you normally do with your current OS.

Windows 7 Ultimate is a standard version, and I don’t rely on any exclusive Ultimate options—it was just a gift.
