I don't own a Quake, but I'm sure my 8.1 Pro can handle the original Command & Conquer fine. Go for it!

At that cost, it's worth it. If you're planning to modify Metro UI anyway, it should likely perform better in games.

It's best to do a fresh install when upgrading Windows. But personally i'd say wait for Windows 9 if you can do what you normally do with your current OS.

Delay now. Hold off until W9 is available. It should perform better than W8/8.1.
