Interestingly, after opening 'details' in task manager and filtering by memory consumption, Steam remains the top with nearly 1GB, Edge moves up to second place at 328MB, Discord at third with 304MB, and WoT follows at fourth with 295MB.

The pagefile size is 17,550, not 1750. There is a difference of 1.7GB compared to 17GB.

I guess what it added is the correct number as my eyesight isn't that good with my monitor.
If the value is insane, not sure how as I didn't change it. Why does it seem to only show D:?

I wonder if perhaps (but not likely) the VRAM from the GPU is the issue. The system RAM has already been noted as being used by other applications, but VRAM typically needs to be continuous and not fragmented, meaning dedicated VRAM rather than shared virtual memory with the system—many laptops use an integrated GPU that shares system RAM, while a dedicated PCIe video card has its own VRAM.

The theory is intriguing but I'm having trouble identifying clear mistakes that can be tested. It seems the details about 16GB VRAM usage and the unusually large page file are not easily reproducible.
