I might be running behind on deadlines, but my Windows 10 setup has some unusual behavior with user profiles. Whenever a new app is installed, a shortcut is created for everyone and kept even if someone removes it. For instance, if user A adds a game, user B sees the shortcut on their desktop. But when user B logs in later, the shortcut disappears. Similarly, user A’s shortcut gets removed when they sign in again.

From Windows NT 3.51 onward, you should have two folders for the Start Menu shortcut. One holds the current account files, the other contains shared user files. After Vista, these directories are located at a standard path: All users – C:\ProgramData\Microsoft\Windows\Start Menu\Programs. Unless you change settings in the program installer, a shortcut will appear there for everyone.
