In most scenarios (such as yours), I’d receive a R5 3600. It can manage everything you need without costing too much. A great all-rounder CPU today.

She’s okay with AMD or Intel options, just avoid the 9900k and go for something more expensive. A RTX 2060 or 2070 would be great for her streaming. (I think AMD is better...) Thanks!

3600 is the best pick, will handle all tasks fine. If they can afford it, pick up a 3700x or even better, wait for Zen3. ?

If you're using an Intel CPU, you might want to skip locked chips and B and H series boards—it's pricier but still sufficient. Alternatively, you could wait for Zen 3 and see what it brings.
